Its probably just a plot device. It'd be great if the show were to explore these issues instead of say, trying to bang your sister!

But it's been made clear he can't control the power. Tony said so too in Cancun. Even if he could use it I don't think under pressure would be the time to learn. They'd have to decide to make that an actual plot if he were to choose to use that power he's shown before on impulse.

But it's been made clear he can't control the power. It's not about being in control, it's about being under pressure. He had no problem getting the Dirt Devil. I do wish they would address this more. It's a nitpick.

I agree, I think it's a writing gaffe, but I also agree that we have no evidence that he can control it. Just like so much in this show. Is it supposed to be ambiguous, or is it just ill-written (eg. love/hate him/her Sam's parents)? Are they building up to a big reveal, or did they just drop it (the Contract)? Are we supposed to be confused, or are the writers (Devil's omniscience)?
Keeps us guessing, anyway. And debating. And vaguely irritated, which could actually be a plus.
